IMHO, by definition, no it isn't.

If a competition has a theme, (again IMO) only those items that are within
the theme should be in the competition and thus elegible to win.
Any other item should be for display only, perhaps a truly outstanding item
receiving some praise (honourable mention?) but certainly couldn't possibly
(by definition) be the best example of the theme.

Of course, themed competitions should be advertised as such well in advance
so that all competitors (at least have the chance to) know that the
competition is themed and may proceed accordingly.
