If a Pelican gives the impression that they only share
their information with their Protégé's--I think that
speaks more about the Pelican than what is officially done.

The impression I get of a Pelican who has Protégé's is
that at the very least they have taken the time and effort
to take someone under their wing to pass information on to.
Not to say that Pel's who don't have Protégé's don't do
that, but taking a retainer is a very outward commitment.

I don't believe that anyone keeps the "holy of holy,
super-secret, what's the secret handshake" information
for only their Protégé's (not that we really have
anything so ground-shaking).  If that is the impression
that the populous has, then we as a group need to
work on peoples perceptions of us.

That leads me to another point.  How do people actually
know what we do as a Circle?  How do we let the populous
get to know us outside of actually "working".  How do
they get to know that the Circle is actually made up of
semi-personable people who happen to also be just
marginally masochistic?

Obviously the Knights have tourneys, fighter practices,
Wars, with their connected bonding ceremonies.  Laurels
have their Teas, and Prize Tourneys, with their connected
classes.  How as a Circle do we interface with our populous?
How do we find out from them their needs and perceptions?
In the end, we are doing all this *for them*.  I think that
as a group we at least should have some venue for them to
voice their opinions and concerns.  In turn, we can
explain to them why they are WRONG! (...hehehe...just
kidding).  It may make for some eye opening on not only
what people would like to see done, but their expectations
and concerns for our fair Kingdom.
