Your Grace, I must disagree.  We have all known the Peer who, after a five
year absence, comes back into the society and tries to make it be what it
was before.  They have been inactive, but refuse to acknowledge that time
gone put them out of step with the needs and interests of the Kingdom as it
stands at this moment.   It is easy to forget that the Society is a living
organism that changes with the current members interests, and that member
base has a large turn-over every three to five years.  

This is not limited to Peers either.  Usually the last person to recognize
that a gentle has been inactive is the gentle themselves.
