The last I heard, there was a whole packet of information available from the 
Kingdom Seneschal's office.  It gives all the requirements, forms, etc.  Your 
best bet is to contact, in order:

Southern Regional Seneschal Sosha Lyons O'Rourke at

Kingdom Seneschal Burke Kyriell MacDonald at
kingsen at ionet.net

Deputy Kingdom Seneschal Richard Fairborne  at
fairborn at swbell.net

These people are the current experts at the minutia of branch management, and 
they can give you the latest and most accurate information.  They are also 
the ones you will be working with most closely to start a new shire, so the 
sooner you establish contact, the better.  

Please don't be discouraged or take it personally if they seem to be 
requiring a lot from you.   Ansteorra has had several failed attempts at 
starting shires, and it's hard on the region, the kingdom and especially the 
people in the area of the shire.  So we try to be sure a shire can really 
make it before we set it up.  There are several alternates to being a shire.  
If you haven't considered a household or a canton, I encourage you to talk 
with Sosha about the possibilities.

(I think we met at the ATYC Heraldic consultation table and I'm glad to know 
you are still interested.  I wish we had more time to talk then, but maybe 
we'll meet again soon.)
