Good point.  I don't believe that we need to set more restrictions than
already exist (must be a paid member to be an officer, etc., for
responsibility issues).  If we want more paid members, then we need to provide
incentives instead of limitations.  However, we don't want to go so far in the
other direction that the only paid members we have are those willing to serve
as officers or other positions where membership is required.

We all probably know people who have let their memberships lapse, sometimes
due more forgetfulness or the press of daily life than any other reason;
encourage those folks to renew.

Perhaps each region within the Kingdom could sponsor a membership drive, with
largess going to those groups who have the greatest percentage of increase.  

Just a couple of quick thoughts.
