Unfortunately there is - sort of.  To maintain our non profit status with the IRS, 
the SCA cannot use funds to benefit an individual or a few individuals.  This 
means that money from an official SCA account could not be used for such a 
fund to pay memberships for people who can't afford it.

Nothing prohibits an individual from using their own bank account for such an 
endeavor.  However, how willing are people to donate to a long term fund like 
that?  Also, what criteria and who decides what people get their memberships 
paid from such a fund.  Not decisions I want to make.
