Family and associate memberships only counted for a short time and only for 
Ansteorra because of depressed econcomic circumstances.
Since they do not count for the rest of the Society we are all on equal 
ground...

And honestly the Corporate minimum sustaining membership requirements
are pretty low for the amount of activity a viable group should have.

If you don't have 25 sustaining members (and along with that 50 
associate/family or unpaid) your group will probably not be able to sustain 
the activities necessary for a Barony.

Cantons are 3 and Shires 5....

Why specifically do you have a problem with the requirements?
