just what we need to make people stay around .... a non-members tax. 
donations for this sorta stuff are fine, if you target one sub-class
to finance it, then you're walking the fine line of extortion.  try
putting the same "surcharge" on *everyone* at an event and see how
far it goes. 

to fix the membership problem, you want to create a environment where
people *freely* want to support the organization, not one where they
feel like they are being compelled to support it, and publically
chastised when they don't (or can't).  

the former solves the membership issue handly by natural inclusion
... attracting new people and integrating them into the fabric of the
organization where they are made to feel like a part of a community
they want to support ... making non-membership (or other diffrences
from the "norm") a punitive thing isolates and drives away the very
people you need to grow and builds up a barrier to attracting needed
new blood.  the sca already has enough of a outside rep as a "club
for elites", why make it worse?.

support and loyalty can *never* be mandated in any form ... it can
only be given freely by the individual.
