This is true.  Anyone can water-bear, herald, etc. anywhere *except* an 
active fighting field.  No one can water-bear, herald, etc. *on* an active 
fighting field (even during a hold) unless s/he is warrented, no matter how 
old.  But under-16s can't be warrented, so they can't work on the field.

But we're glad to have them on the sidelines!  And if we don't get more 
heralds warrented, we may be heralding the lists from the sidelines, right 
beside the unwarrented water-bearers!
