The way I've seen it, is a group will figure the "near break even" cost then ADD
the non-member fee, which is NOT rewarding members but punishing non-members.
Each Kingdom does it differently as to whether to offer a member discount.

I've heard some Kingdoms don't give out AoA's or other awards unless you have a
membership.
