ANST - RE: Royal War College proposal

There has been discussion of a War college in Ansteorra on the
War-Ansteorra list.  The idea is create a war college that lasts reign
to reign with no real power except to teach unit tactics, train
Ansteorrans in war, arrange for war practices in various regions, teach
war philosophies, create an active base of leadership for Ansteorra
through training for and about war for war/melee events, this is not to
take place of Warlords just to supplement the Warlord system in
Ansteorra.

Thought that the populace of the kingdom might find the charter proposal

as written by Mordock 'Dux' von Rugen interesting to read.

Okay, here is Rev 3, incorporating comments.

Note that I've left in the controversial items of the duties - while
they
are likely to be trimmed from the final document, I would like the
larger
distribution of the drafts to indicate some of the original thoughts.
Who
knows, we may be surprised.... <shrug>

If, on the other hand, this body feels they should be removed prior to
wider
distribution, that's easy enough to do.

I'm posting this to the files area also for easy download.  It's in text

format for maximum compatibility.

Charter of the Schola Bellum

This is the charter document for the Schola Bellum, a War College for
the
Kingdom of Ansteorra.

Purpose: To provide a means for Ansteorra to improve its war-fighting
ability.

Duties:
1) Facilitate war training throughout the kingdom
2) Develop a standard set of war commands, for use by all kingdom units
as
their core set of commands
3) Study historical war for strategic and tactical lessons that may be
applied to SCA combat, and communicate those lessons throughout the
kingdom
4) Record Ansteorra's battles, and seek to obtain records of battles
throughout the Known Worlde, and study them for ways to improve the
kingdom's strategic and tactical abilities
5) Facilitate training for Ansteorra's war leaders in leadership,
strategy,
and tactics
6) Provide recommendations to the Crown regarding recognition of
warbands
and individuals whose contributions enhanced the kingdom's ability in
war,
or its execution thereof
7) To provide recommendations to the Crown regarding war treaty
negotiation
points, in order to maximize the effectiveness of Ansteorran units on
the
field
8) Sponsor joint war maneuvers with Ansteorra's allies

Membership:
Membership is open to all subjects of the Kingdom of Ansteorra who wish
to
be members, and who have some form of access to the War Ansteorra e-mail

mailing list maintained on egroups.com.  Subscribers to the War
Ansteorra
e-mail mailing list will all be considered members of the Schola Bellum.

With the exception of the Dean, individuals may be removed from the War
College by a vote of 2/3 of the members of the War College, using the
polling system provided by egroups.com.  Removing the Dean requires
first
removing him from the seat of Dean.

Structure and leadership:
Leadership of the Schola Bellum shall be provided by a Dean and one
Assistant Dean for each region of the Kingdom.  The Dean shall be chosen

from among nominations forwarded to the War Ansteorra list through the
use
of the poll system provided by egroups.com.  Voting for the Dean will be

open for a period of two weeks.  Nominations may be made for two weeks
prior
to the commencement of voting.  The Dean serves for a period of two
years,
though he may quit at any time during his term and may serve any
multiple of
terms.  The Dean may be removed by a vote of 4/5 of the members of the
Schola Bellum.

Assistant Deans will be selected by the Dean, with one Assistant Dean
coming
from each region of the Kingdom (Northern, Central, Coastal, Western,
Southern, and At Large).  The selections of the Dean are subject to an
approval vote using the polling system provided by egroups.com, though
each
Assistant Dean need only receive approval votes from 1/3 of the members.

Assistant Deans receiving less than 1/3 approval will be considered to
be
unsupported by the members of the Schola Bellum, and the Dean will have
to
select a different Assistant.  Assistant Deans will serve for a period
of 18
months, with terms staggered so that every six months 1/3 of the
Assistant
Dean terms come due.  Assistant Deans may quit at any time - a
replacement
will serve for the remainder of the original term only.  Assistant Deans
may
serve multiple terms, but may serve successive terms only if there are
no
other applicants for the position.  An Assistant Dean may be removed by
a
vote of 2/3 of the members of the Schola Bellum.
