ran into this problem with euro/soviet surplus in the past (including
this eact class of boots) ... from experience have found the stuff
that's usually on the market often does not fit us robust,
large-framed, keltoi types (high protien diet, regular exercise,
genetics ..).  i don't remember a time when my calf measurements were
anywhere near 15" (still cycle a lot and regularly walk many miles
each week)
