Here's my two cents worth on this subject of win vs. tie.  I think that there
should be a prize for both winning AND losing.  My idea is this:

Win the war-You get to choose which Spring Break to put the war on.  Apparently
Ansteorra and Trimaris are a week different.

Lose the War-You get first choice on camping space and position with the
Land-o-Crat.

I personally think that these "prizes" would be well-fought for.
