Depends on what you're looking for - if it's Old Norse text that you want
transliterated, that's pretty easy.  All you need to know is the exact
country you want the runes to reflect and the date within around 50-100
years.  There's an excellent page discussing the various futharks (runic
alphabets) with good dating at:

Now, on the other hand, if you want someone to translate something from
modern English into Old Norse, Old Icelandic, etc., you're in trouble.
Unlike other foreign languages (including Latin) thus far no one has
produced a dictionary that is English-to-Old-Norse.  There are a couple of
Old-Norse-to-English, but to translate into Old Norse you have to pretty
much already know the vocabulary that you are after before you start.  My
Old Norse is not sufficient to the task.
