This might be of interest to some:
Windows Foreign Language Help: These keyboard shortcut combinations should
work in any Windows program (MS Word, email, etc.)
Instructions:
Press Alt + the number combination in this table on the number keypad (with
num lock on).
Windows Keyboard Shortcuts for Foreign Languages:
French
â = 0226 à = 0224 ä = 0228 é = 0233 ê = 0234 è = 0232
ë = 0235 î = 0238 ï = 0239 ô = 0244 ù = 0249 û = 0251
Ç = 0199 ç = 0231
German

Spanish

I don't know the ones for Old English or Norse such as the letter "thorn",
the "o" with a slash through it, & etc. But this is a start.
