Here's a suggestion:
Suppose there were a "Brass Hat" (meaning the 'Hosts' [B&B] and their necessary persons for presentation of court, plus visiting dignitaries) feast that started around 6; they could be 'served' as is preferred for/by Brass Hats and THEN, around 7, populace feast could be served 'buffet style' while court commences.
This way, the B&B and their company are fed and done with time for a 'leisurely repast' and the populace can be munching some grindage with a quick wipe of the napkin if called to present themselves.
