Certainly.  Any noble can.  And there are times when the Crown calls upon a
Court Baron or Baroness to serve as Their emissary to a shire or other
far-flung region and give out awards on behalf of the Crown -- this doesn't
happen as often as it used to, now that there are so many groups with landed
nobility and so few small groups far away from landed nobility.

It would be inexpressibly rude, however, to set up a personal baronial court
at the same time as a court being held by the Crown or one of the Crown's
nobles-in-fief, in competition as it were.  That would be disrespectful of
the Crown and the Crown's officers.  Before or after is fine, however.
