Actually, what it says is that if a non-member is helping at an event
and damage is caused that would require the SCA's liability insurance
to pay for it, the SCA will turn around and sue the non-member to get
the money back.  So, if a non-member is working in the kitchen and a
small kitchen fire starts, or something gets broken, the SCA will
hold the non-member responsible.

this section should be labeled "the official scapegoat clause" ... in
your scenario, i would expect a formal investigation (send in the
inquisitors) from central with focus on who was working there and
what their status was, then focus would shift to what non-members
were there in attempt to fix incident blame on a recoverable target
... such is the usual way of insurance companies.

consider ... groups across the country are struggling with declining
memberships that often leave them struggling to find officers willing
to cope with the increasing layers of buracracy and official
scapegoating (much easier to blame a individual/group/belief
structure for a bigger problem in the hopes the problem will go away
rather than address the root causes of that problem)... laying this
new level of obligation on them across the board (collecting the
non-member tax, sending into the empires coffers, tracking and
inspecting memberships constantly (citizen, show me your papers!),
and most likely being the front line investigation and enforcement
arm of such investigations .... and on the other end, more corporate
$$$'s go to pay for the new order and it's associated legal fees.

taken all together, this could very messy, very quickly. ... the
matter and all it's implications is already being discussed *widely*

and chivalry .. and more by corporate CYA and insurance issues.
