tell me about it .. i used to work for the state (texas) and dreaded
the once a year "dance of purchasing" when we were forced to buy the
obsolete, artificially jacked up priced, *junk* that the vendors
managed to get onto "state contract" (ie: dumping ground of old tech
rubbish).  i was routinely forced to pay 2 to 3 times the cost of new
off-shelf commercial gear and ended up getting obsolte and near
obsolete equiment that had to be replaced next cycle ...

as a tax payer, i ended up whistel-blowing to feds about the waste
and political gerrymandering that was costing the program i worked
for (federally funded) *millions* a year in pure waste ...
