First of all, the moment a Crown signs and proclaims a change to Kingdom
Law, it is in effect.  The requirement that it must be published in the
next available newsletter is so that those persons in the Kingdom who were
not at the event (where it was proclaimed) will know about it, but make no
mistake from the moment it is signed and announced in court, it is in
effect.   As for the reason to move Crown Tourney to November, No Where
have I seen any statement that this is to be a permanent change.  As far as
I can tell they are swapping Crown and Laurel's Prize this one
time.  Originally, the move to October was to have been the last weekend in
October not the first and it was to allow the event announcement to be put
into the December Black Star not just January.  Either way Crown Tourney is
the Sovereign's Tourney to select his or her successor.  In Ansteorra it
has always been held at the pleasure of the sitting Crown.  So if TRH want
to hold it on December 28th, that is when it will be (Don't take that as a
suggestion Pat!!).
