[Ansteorra] Non Member Surcharge

I would guess that either a) they didn't realize it went into effect in January
or b) there is nothing preventing a group from having a non-member surcharge or
a member discount.  Some other kingdoms habve evidently been doing just that
for years now.

As for merchants, whether a merchant fee is charged or not, is up to the group
usually.  Many smaller groups forgo such charges as many of our merchants
barely break even as it is.
