Actually, we didn't realise until we had already
posted it and it was called to our attention that the
surcharge doesn't go into effect until January.  As
for the merchants, we gave them a break, rather than
charging extra, but requested (not required) a
donation of a small item to go into prizes.  I agree
it wasn't much of a break, but we can't afford to give
large breaks either. :)
