The reason that I think of first is that you are not
being rewarded on what you do but on what others do,
you are rewarded on what the kids do on "THE TEST".
And the kid's test scores do not show what they can
do, or what they know.  Each child is different but
the test is a standardize test that
makesallowancesnces for anything.

Just the first reason...
