[Ansteorra] New award questions

Here's a variation to the question.  The Kingdom is very large and we have
lots of folks doing all sorts of good things out there.  How many award
recommendations from the same person is too many?  You know of say 30
perhaps more folks through out the Kingdom who you feel should get this
award or that award.  Who many can you do?  At what point do you become
"he'll recommend anyone"?
