There really is no point in carrying a 25 pound anvil.  For setting rivets,
especially snap rivets, but even the copper ones, you just need a hard surface.
A little 2 pound jewelers anvil (imagine a real small cute anvil) works great.

Like the others suggested,
Snap rivets,
Ball-pein hammer,
Duct and strapping tape,
Couple strips of 4-8 oz leather.
Leather punch,
Scissors (preferable good enough to cut the leather)
Cord/String.

not necessarily.  perhaps a enterprising sort could put together a "ansteorran
repair cart" ... that could hold a small 25# anvil for setting rivets, quick
metal repairs (pounding thinsg back into alignment).  along with hammers, precut
leather strapping, duct & strapping tape, rivets, assorted tools & materials
(stock and tools would grow over time based on experience) ... and a donation
jar

for a war scenario, a larger repair station (with welding / braising
capabilities) with such a portable setup might prove invaliable - and very
popular - especially for the archers to get bolts and arrows repaired and back
into service.
