Couldn't be a Pelican 30 years ago, you could be a Laurel for Service.
Later (1975?) they created the Pelicans as a seperate award.
Other than that, see my previous post on minimum standards.

Now, if your are asking about quality or quantities or work required,
you can't really compare them.
For one thing, the knowlegde base easily available today is so much
greater.  Something that might appear trivial today was an outstanding
piece of work 30 years ago, if for no other reason all the research
had to be done from scratch by the individual.

25 years ago, I needed a document available only in Polish translated.
It took 6 weeks and most of a week's pay.
Today you can get a rough machine translation immediately, and a
detailed translation in a few days for less than $50.
