I agree, partially, with both of you.
Those folks serving on active duty in the armed forces should expect, by the
very nature of *active* duty, that they can be called away at any time at the
discretion of the government. They simply should not enter a Crown tourney, or
they should accept that if they are unable to complete a reign, there will be
consequences to face.
On the other hand, a reservist (unless *very* high-ranking) generally cannot
reasonably foresee being called up at any particular time. Many military
reservists of my acquaintance have been in the reserves for literally years and
have *never* been called. Such call-ups have historically been a relatively
rare occurrence - the active military are called upon first. In such cases, I
believe the Board should have the discretion to examine the circumstances, and
upon the requisite "substantial petition" should be able to waive the
requirement.
