The Crown makes the decisions on all awards other than local Baronial ones. But, awards can be (and are) given out by anyone the Crown deems to represent them. Landed Barons and Baronesses are the voice of the Crown in their groups and routinely give AoA level awards. Some Crowns also allow them to give out Stars of Merit and Iris' of Merit...The Crown also allows members of the Royal Family and Court Barons...and fourteen years ago I as seneschal of a shire (and only an AoA) was given the priviledge to hold court and give out awards sent to me by the Crown for my people...

I don't think the people talking at the back of court are being intentionally rude...and after some of the things I've seen in my years in the SCA...I wouldn't catagorize them as totally inconsiderate...

consider these...I've seen an idiot who disagreed with use of an idomatic phrase in court stand up and start screaming expletives at the nobles holding court...I've seen people bring their personal real grievances to court for the seated Landeds to decide. Then there are those amongst our ranks who have stolen from others in the group or their groups. Those who have ostracized people over petty BS. Those who have dressed down a rank newbie for some imagined slight or who used overpowering new fighters to bump their own egos. 

Ya know...we all come from different backgrounds...and have different ideas of courtesy...and different interests...and different tolerances...

Some people see this as a "game," some as a part of their life, some as a life style and some are almost "religious." 

The one common ground that we have is that we come and participate in this organization...we choose to be here!
