Sometimes real lives come first.  And people should not feel embittered or 
discouraged because they have to accept that their jobs, families, health, 
or bills can interfere with their hobby.

These people should feel encouraged to play at the level that their lives 
can support, and not feel pressured or left behind because they are limited.

To receive certain awards, you need to be able to make an impact on the 
Kingdom.  And it is extremely difficult to do that if you never travel 
beyond your immediate boundaries, although it is not impossible.

Regardless, Timothy is just stating from his own experience who he would 
recognize as Grant and Peer level members of the populous.  I know that 
Timothy has traveled allot and met many peers and grant holders.  He dosnt 
make this statement lightly, but considers these awards in much esteme.  And 
generally I agree with his observations.

In the end, the Crown decides on who merits every award - and I believe that 
most Crowns are not so easily convinced to give Grant or Patent awards.  But 
I do not believe any Crown would hold back anyone who richly deserved an 
award.  They just must have personally witnessed the person's acts or be 
able to trust others' recommendations.  The person receiving the award must 
reflect that Crown's personal requirements for the award.
