I have been merchant crat for numerous events  appros 20,  They do not need
to contact the autocrat,  I would be a courtesy, however, to contact the
merchant crat.
Although it is not usually necessary.  unless it is for a war where space is
limited.

I have had merchants show up at events who never contacted anyone, and they
were always WELCOME
