Mail, both First and third class goes thru a sorter at the distribution
center. and is sorted by ZIP CODE.   If there was jam in the sorter, they may
haave been destroyed.   Check with whoever mailed them and see how they were
closed, and if they were sealed shut.  Quite often they come unsealed and are
destroyed in going thru the mechanical processing.
