It says on the website that a "letter of intent is requested".  Is email
acceptable or a written letter presented the morning of the tournament
permissible?

The plan is to start armor inspection at 9:00am with the tournaments 
starting at 10:00am. That is subject to change, and SCA-time 
influence, but it will not be any earlier than that.
