[Ansteorra] ACCEPS is available

The Ansteorra Credit Card Event Prepayment System is officially open for 
use.  Testing has been completed and the corporation has approved us to go 
ahead.  So if your event would like to have pre-registration paid with 
credit cards, it can.

ACCEPS can be used for any event in Ansteorra, whether a calendar event or 
not.   We look forward to working with everyone to enable us all to use 
credit cards when pre-registering for events.
