I think Burke is right.  Because the peerages are Society level awards there 
are no formal Constitutions as we are used to seeing them for Ansteorran 
awards.  

Unless I miss my guess, what you are looking for can be found in Corpora 
(linked from the sca.org website).  I believe that is the only place you will find 
guidelines for peerages.
