De-lurking for a moment.

Not all people who use a handicapped stall or sticker are *visibly* handicapped.  

I know several people with bad joints that have a spasm-type problem with their ankles (or knees).  They are perfectly fine one minute, and the next they are limping in extreme pain.  

Some people only have debilitating pain after being on the limb for a little while - but the time frame can vary depending on the weather.

So don't assume that someone who gets out of a car and walks normally from a handicapped place will always walk normally.
