Happens this time every year. Gotta get the extra money from students
and families travelling on spring break.

actually, it's more basic supply & demand ... 

about this time of year it's still cold in the north and the refineries are
making more needed heating oil than gasoline  ... and at this point the
previously refined gasoline stocks are dwindling, thus as supply decreases,
price rises ... added complication, it's been a colder than normal winter up
north and is lasting longer than is the norm, so the refineries haven't
shifted production .. and even when they do, there will be a lag in the
supply chain as it makes it's way to your local pump.  

several southern refineries were damaged in the hurricanes and it's near
impossible to get new ones built anywhere, so our total refinery capacity is
less than it was (plus the ones in operation are badly out of date) 

ergo gasoline will be in shorter supply deeper into the regular driving
season, and as such will be more expensive.

then there's the added rise in chinese consumption that is diverting crude
supplies to the east and increasing the cost per barrel of imported crude
.... and those costs get passed along
