[Ansteorra] Youth Boffer at Tourney by the Loch

It is with a heavy heart and much regret that I must
cancel the Youth Boffer Tourney set for Tourney by the
Loch.  A number of factors figure into this, including
the lack of authorization opportunities in the area.

It is our hope that we may hold a Tourney at our
spring event, Loch Guardian.
