Yes but Seawinds ( Corpus Christi)  has 4 refinery plants here and we still have 2.83 a gallon.
It isn't that great living near a refinery. Production is up and so is the smog.

It's quite possible that the state of California has higher gasoline taxes now than then... and it looks like they do... 
 
This site (http://www.vancouvergasprices.com/tax_info.aspx) states that California has 26 cents per gallon, but notes that the 18 cent per gallon Federal tax not included, and LOCAL gasoline taxes are not included. I'd say the tax rate is really about $.50 per gallon probably. 
 
And delivery charges are not the same for different locations. They tend to get higher the farther you go from the refinery. Ponca City has cheaper gas than Stillwater. Ponca City also has a refinery in the town, there's a bit of a correlation.
