The Shire of Mendersham (Abilene, TX).  Abilene is in Taylor County, and the 
name of the group and the device are a cant.  Mendersham - Tailor Town.  A 
laurel wreath on a semi of silver needles.

Or so I was told when I joined the group back about 8 years ago.
