I wonder (as many have before, I'm sure) why combat and armor rules are not
set as society-wide standards, instead of at kingdom levels. kinda like
having different drug laws in each state.

Sure ya can use em both.  Just not an the same person at the same time.
At the Society Level  Red Pheons and White Diamonds mean different
things.  To use them both would violate Society Rules.

Basically a Red Pheon is a combatant.  A White Diamond is a
non-combatant.  Ya cant be both at the same time.

I am going to try and fix it.

Non-contact IS a problem because it is done differently everywhere ya
go. Many kingdoms have no non-contact participation. Some do but they
make people wear plumes instead of diamonds or pheons.  Some place you
gotta touch em to kill em.  Some places you gotta get within 10 ft.
Some places you gotta get within 10 ft and point your weapon at them and
yell "Light you are dead!" .  Some places that wont work if there is any
of their teammates that could have possibly intercepted you before you
could have actually have gotten to em. etc. etc.  Some places have a
clear the bow minimum range, some places it is 10 ft, some places it is
15' some places it is....  well, what it is... is a mess.

This is why the trend at wars is to simply not have any non-contact
participation.  Rather than have people from from umpteen different
kingdoms, who each  play a different game ,come together and have
tempers flare because non-contact means something different here as
opposed to there... The answer more and more is to simply say NO to
non-contact
