I can vouch that it is an old story. When Kief was asked by Inman to take the position (I don't remember whether Inman was Kingdom Seneschal or King)
around 10 years ago Kief got 4 boxes of stuff, unsorted, two disks (one corrupted beyond retrievablilty). (Including many months worth of unopened mail)
It took several years to get things things straightened up...and several years for
many of the submitters to resubmit...but it got cleaned up...
The system has had some glitches off and on but has never gotten as bad as it was 10 years ago...
It's amazing how the stories of different problems hang on and propagate themselves for years after...

Don't need to; it was listed. Let me restore a bit of the original:
Inman MacMoore. Reblazon of device. Sable, an eagle's sinister wing
displayed inverted with a claw issuant sustaining to dexter a
broadaxe palewise Or.
Originally registered 12/1982 and reblazoned 12/1999 as
"Sable, a winged eagle's claw sustaining to dexter a
broadaxe
palewise Or", that blazon would give it two wings, while the
emblazon shows only one. The claw is much smaller than the
wing,
so it has been blazoned as issuant.
In other words, this device was originally registered back in 1982. In
1999, for whatever reason, they (Laurel level, that's the SCA-wide heraldic
authority, not Kingdom-level) changed the wording. Now in 2005, they have
gone back and corrected the wording (blazon) to match the picture (emblazon)
on the original file.
For what it's worth, that whole letter is FULL of reblazons (rewordings) of
devices that contain "wings that hold things". They went through every file
they could find to reword them all consistently. All sorts of old devices
come out of the woodwork briefly for things like that.
* Now a brief service message. IF you have submitted anything heraldic
(name, device, badge, whatever), ESPECIALLY if you have already paid money,
AND you don't know where it is, PLEASE PLEASE PLEASE follow up! You
shouldn't wait more than 2-3 months to hear *something* from your local
herald. Please don't wait over a year and then ask to see where it is, only
to find out it got lost in a back file somewhere and never got sent to
kingdom.
Step 1: Ask your local herald (or whoever you gave your forms to). They
should be able to tell you if they even sent it on upstream or not. If not,
BUG THEM UNTIL THEY DO. There's no excuse for sitting on a file.
Step 1-A: If you get no response from the local herald and you know they're
sitting on it, bug the regional herald and your local seneschal. You should
do this -- processing submissions is a requirement of the heraldic office,
AND you paid money! It should be moving!
Step 2: If you know the submission got sent upstream ("to kingdom"), go to
the Heraldic Submissions Tracker at http://heraldry.ansteorra.org/hst. (If
you can't remember that URL, just go to the main heraldry page on
ansteorra.org and look for something that says "what's happening with my
submission?") Be aware it may be a month or so out of date, but generally
never more than that. If you don't understand what it says, or if you can't
find your stuff listed in there, email Asterisk Herald (me) at
asterisk at ansteorra.org.
