Courts of Inquiry and Chivalry are ugly, tedious, legalistic functions that 
are best avoided. Courts of Inquiry and Courts of Chivalry, per SCA 
governing documents, are defined by each kingdom in the kingdom laws. The 
laws outline who can call a court, who must attend, what records must be 
kept, and where the records and recommendations must go.
