You're right...for the most part isn't about popularity but about how you are known by the group and the people who make the decisions. 

If you are unknown to the group...or are known to be more talk than action...or come off as irritating, then it is less likely that you will be trusted with responsibilities.

First examine yourself in relation to how you relate to the group and how the group relates to each other...see if there are things you are doing...are
standing in your way...

What may counteract that is to ask someone who is a trusted member of the group to mentor you. Or volunteer and accept mentoring...and really accept it...not just in words only. Find out what the mentor has to teach you about how things are done within the group.

Faelan...people can do all the things you suggest...and if they seem needy and attention seeking...people will ignore them and they will never get the attention they crave. The best thing to do...is IGNORE WHETHER YOU WILL GET "NOTICED" AND DO WHAT YOU LIKE DOING...

IF YOU DO THINGS JUST TO GET NOTICED...IT WILL BACK FIRE AND PEOPLE WILL SEE YOU AS SELF SERVING...AND IT WILL TAKE YOU LONGER TO GET THE RECOGNITION YOU CRAVE....

The lady you are giving advice to...is a deputy...if she oversteps her bounds
as a deputy...she will earn the ire of her superior and it will look bad to all of the group...and set her back in their eyes...it would be much better that she be considerate of her superior and work with them....

Remember...it is those other people that will be giving her the recognition...they may be giving her advice...that she is taking as a personal attack...or they may be presenting it in a rough manner...the probability is that people are offering her advice...and it is not in a way that she's used to.

If you think you're not popular, how have you made yourself known? Do you volunteer? Do you attend meetings regularly, ask questions and participate? Do you attend guilds that interest you and actively try to meet people and make friends? 

If your office and duties are not being publicized enough, then make it so. Post on your email list yourself, ask for time at meetings, or just make announcements yourself. Don't let the other people's attitudes impose on your parade. Do your best, you will get noticed.
