[Ansteorra] Minimum Age for Fighting at Gulf Wars

16 and 17 year olds can fight with the appropriate parent or guardian there to observe them.  They need to be authorized by either the Kingdom Earl Marshal or Duke Patrick Michael to get an Ansteorran Authorization card prior to that.
