[Ansteorra] Complete Participant Handbook Rules Revisions

Greetings Ansteorra.  My apologies for the lateness of this missive,
but mundane left has kept me very busy.  At Steppes Warlord, Their
Majesties Romanius and Deanna, in conjunction with the Kingdom
Senschal Duchess Julia and myself signed into law an updated Complete
Participants Handbook.  Last night I placed the new rules in their
entire form up on the marhsallate web pages at

The subsections have yet to be converted to PDF, but I will be doing
so during this week.  For now please use the complete PDF.

The revisions have been the results of much work by many people, and I
owe them a great debt.  I named most of them in my letter in the June
Blackstar, but did miss on name, and that is of Master Godwyn, who
spent a good portion of time making the armor coverage drawings and
the targeting drawings.  My apologies to him for my omission.

Some of the sections were not modfied at all, namely the Youth Combat
Program (Boffer), Thrown Weapons, and Marshalling).  Some were only
slighly modified (Youth Rapier, Rapier, Rules of the List,
Non-contact).  Some were majorly re-written (Armored Combat was
rewritten, the Archery proposed rules become accepted, and equestrian
was totally re-written).

Additionally, we have added a new section, a change log into the
document, so that when people ask "Well, when did that change??" we'll
have an answer going forward, and we'll document the reason for it as
well.

I will allow my individual DEM's to address the issues in their
respective sections if they feel the need to do so.
