[Ansteorra] Complete Participant Handbook RulesRevisionsquestion

Another clairification. I just downloaded what I thought was the
Participant's Handbook from the website and it's the Society Marshal's
Handbook. Is this an error, or are we just going to use the Society's
Handbook from now on?
