This is something I've always tried to promote, and would really like to 
see happen more.  Personal/Household bards and heralds, in particular, 
can lend greatly to anyone's persona.  Their services can be contracted 
by anyone for any length of time (determined by negotiation of a 
contract), be it a year and a day, or just for a particular list.  
Anyone can have a retinue, as long as they can afford it. ;)  I've been 
a personal herald many times, and always enjoy it.
