Actually, as the person that put the "restriction" into play last year, let me explain.  It's not verboten, per se, to go out, pick up a longer weapon you have no familiarity with, turn right around and use it in the melees.  However, should something happen, and the marshallate discovers this fact, you will, most likely, be facing much more than a simple warning.

Think of it as a suggested self-imposed restriction.  Should a fighter decide to risk it, the fighter now knows that there are serious consequences.  The best policy is to simply not do it.
