[Ansteorra] awards outside of large courts

At Gulf Wars there was an individual from Trimaris
(Pirate persona) who stole a banner from Ansteorra on
a dare.   as a result, he got his AoA at a mini court
just before a rapier tournament.   They did his scroll
up as a pirate map.   I thought it was great.
