There are already rules regarding children's activities. According to the 
Kingdom Website these guidelines went into effcct December 29, 1999. These 
guidelines are specifically for events and Section 2: Check-in addresses who 
can or cannot drop off a child, check in sheets and what they should 
contain, expectation for the parents to be involved for at least one hour 
with the MOC activities and age minimums for children participating. Section 
4: Location states that any activities have to take place where parents can 
easily check on their children. I think this may have been included for 
convenience, but is also a good way to ensure the safety of the children 
involved.

Other activities like Children's Archery or youth combat require a parent be 
in attendance, not merely nearby.

So we do have procedures in place and have had them for quite a while. We 
just need to make sure they are enforced.
